How Is The National Scenic Byways Program “Grassroots”?

Within the U.S. Department of Transportation, the Federal Highway Administration (FHWA) has lead responsibility for the National Scenic Byways Program. The Program is grassroots because a voluntary collaborative effort helps recognize, preserve and enhance selected roads throughout the United States, usually at the local level. The program is founded upon the strength of the leaders for individual byways.

The National Scenic Byways Program philosophy contends that byways should be conceived by, shaped and managed to serve the community or communities through which they pass. While byways must recognize and address the traveler’s needs, byway strategies should be a product of the communities of people who live in and near the byway and those who may interact with and potentially benefit from travelers.
